Safety Institutes, created with the aim of testing and validating models to mitigate risks, now face a crossroads. In a context in which sovereign national power can be exercised opaquely and arbitrarily, they risk becoming an instrument of legitimizing geopolitical choices rather than a bulwark of transparency. Anthropic’s warning is prophetic: “If this standard was applied across the industry, we believe it would essentially halt all new model deployments for all frontier model providers.” This is the “self-fulfilling prophecy” of colonization: the fear of abuse leads to controls so strict that they prevent anyone, except the most powerful state, from wielding it.

This episode is not an isolated incident, but a logical consequence of a technological war that considers supremacy in AI as a non-negotiable condition for national security. For Europe and for institutions that safeguard critical information assets, the lesson is one of shocking clarity: one can no longer delegate one’s cognitive intelligence to foreign powers, hoping for a collaborative digital world. The time has come to build one’s own sovereign infrastructure.
